After all, Goku did express an intention to fight with Broly again the last time the two met.
As for what he’s doing, it could be that Goku brought him to Beerus’ planet for sparring purposes. Based on the face, hair, and physique of the character, a second canon appearance from Universe 7's Legendary Super Saiyan looks to be on the horizon. The muscled arms also boost the connection. When Goku is jumping backward, what appears to be Broly’s head can be spotted atop a cloud of smoke at 0:34. Beginning at 0:32, the trailer previews an intense battle on Beerus’ planet between Goku and another character. Many believed that the intention was for him to be a one-and-done villain, especially since the conflict reached a proper resolution.
